Dr Mohamed Abd El Azeem

Marine Business and Project Advisor

I help investors and contractors establish marine businesses, plan dredging, marine engineering and marine construction projects, and select the equipment and specialist partners needed across the Middle East.

Four ways to start

Start with the decision you need to make.

Each assignment begins with an agreed scope and useful outputs. The geographic focus is Saudi Arabia, the UAE and Egypt, with other regional opportunities assessed individually.

A

Establish or expand a marine business

For investors and construction groups deciding which capability, investment and partners they need.

A scoped business-entry or capability assessment: operating model, capability gaps, partner options and phased investment priorities.

B

Develop the marine execution approach

For contractors and owners preparing unfamiliar dredging, marine engineering or marine construction scope.

A scope and data review followed by execution options, equipment requirements and clearly assigned specialist interfaces.

Discuss offer B
C

Select or secure suitable equipment

For buyers, charterers and owners who need a decision based on the actual assignment.

A defined suitability, sourcing or representation mandate. The role, verification responsibilities and any transaction interest are established for each assignment.

D

Retain senior marine judgment

For management teams making recurring business, project, equipment or partnership decisions.

A bounded advisory retainer with agreed decisions, responsibilities, information access and meeting rhythm.

A clear role

Personal judgment. Defined responsibility.

Personal advisory work draws on Mohamed’s experience and agreed contribution. Royal Construction is a contracting and delivery organisation with its own attributable scope and references. The contracting party, team and deliverables are identified for each engagement.

Specialist design, verification and discipline-specific responsibilities are assigned to appropriately qualified parties within the agreed team.

Equipment decision guide

Available is not the same as suitable.

Five checks before committing to marine equipment. This original decision framework is general guidance; project-specific engineering, inspection and commercial checks remain necessary.

  1. Mission and outcome

Define the work and acceptance criteria before discussing an asset: material, quantity, geometry, working depth and programme.

  2. Site, ground and access

Check the evidence for ground conditions, water depths, access, environmental limits and operating conditions. Keep confirmed facts and assumptions separate.

  3. The whole production chain

Consider excavation, handling or transport, placement and support as one system. A capable main unit can still be constrained by another part of the spread.

  4. Total campaign cost

Compare mobilisation, support craft, fuel, crew, operating restrictions, maintenance, standby and demobilisation alongside purchase or hire price. State the assumptions and sensitivity.

  5. Verification and mandate

Verify unit-specific particulars, condition, relevant certificates, location and availability with the responsible parties. Confirm ownership or authority to represent before a transaction.

Start by recording the requirement, the evidence available, the unresolved assumption and who will verify it. An equipment profile or broker offer alone does not establish suitability, ownership or availability.

The next step

Send a short decision brief.

Include your organisation, location, project or business decision, current stage and timing. For equipment, add the task and whether you are buying, chartering or representing an owner. The first step is to assess fit and agree a scoped assignment.
